Dear John ~
Ralph Picot, of Milton and Tong, Kent, had two daughters and co-heiresses, Alice and Eugenia, who are ancestral to the Malet and Fitz Bernard families respectively. You have collapsed the two daughters into one person. Alice married Gilbert Malet, of Curry-Mallet, Somerset; Eugenia married Thomas Fitz Bernard.
I believe you can find helpful information on these people in VCH Cambridge, 6 (1978): 159-160; Benedictus, vol. i, pg. 323; and Pipe Roll, 2 Richard I, sub Kent. There are also helpful references in Curia Regis Rolls.
Ralph Picot served as Sheriff of Kent and Sussex, but I don't have the exact dates. He evidently ceased to account as Sheriff in Michaelmas, 1161, as indicated by the weblink below.

He also served as a justice in Surrey in 1156, as per the following weblink:

Dear Newsgroup ~ The following weblink shows that Ralph Picot served as sheriff for several years, and was replaced as Sheriff of Kent in 1161, by Hugh de Dover.

Ralph married Etheldreda de Port, daughter of Henry de Port and Hawise. (Etheldreda de Port was born in Basing, Hampshire, England and died in Milton, Kent, England.)
