William Penn, son of William Penne of Minety, and grandson of John Penne of the same place, was apprenticed as a law-clerk to the counsellor-at-law, Christopher George of Bawnton, near Cirencester, eventually becomeing his cheif clerk. William married, sometime before 1570, Margaret Rastall, daughter of John Rastall, Alderman of Gloucester, and his wife Anne George, sister of Christopher.
