Felipe de Mascareñas received his degree of higher learning, which was referred to as Bachiller Felipe de Azevedo Quiñones. He used this name when he recorded the banns of matrimony with Ysabel de Tobar, native of Mexico City and daughter of don Agustín de Tobar and Francisca de los Ríos. These banns were recorded at the Catedral de México on 14 October 1646.
Felipe & Ysabel were residents of Mexico City. There are only records of six of their children that can be found. One of their youngest, José Bernardo Mascareñas, came to settle New Mexico with the Spanish resettlement of Don Diego de Vargas.
